ELECTRIC SCOOTER POLICY

Policy Statement:
This policy outlines the guidelines for the use of non-ADA electric scooters (hereinafter referred to as "e-scooters") on Garden City Community College campus. This policy aims to balance the potential benefits of e-scooters with the need to ensure the safety and accessibility of the campus environment for all members of the College community.
A Non-ADA Electric Scooter is defined as any personal or rented motorized vehicle, including but not limited to electric scooters, bikes, hoverboards, electric skateboards, and similar devices, that are not designed for and do not meet the Americans with Disabilities Act (ADA) accessibility standards.

Safety Guidelines
Electric scooter use is permitted on campus subject to this policy and all applicable laws, ordinances and other College policies. This policy applies to all buildings and property owned or leased by Garden City Community College. Use of e-scooters is permitted on campus subject to the following limitations:
- E-scooters must obey traffic rules on campus, including stopping at stop signs.
- E-scooter operation is strictly prohibited within all campus buildings.
- Riders must stay to the right on all roadways, pathways, and sidewalks.
- Riders must yield to pedestrians and provide audible or hand signals when approaching or passing pedestrians.
- Only one rider per e-scooter. Tandem riding is prohibited.
- E-scooters shall not be operated in a dangerous or reckless manner. Riders must maintain a safe distance between themselves and all other vehicles.
- E-scooters shall not be operated during adverse weather conditions when it is unsafe or inadvisable to do so.
- Night riding is prohibited unless the scooter is equipped with proper lighting (front facing white light and red or amber rear facing light).
- Riders shall obey all directives of Campus Safety & Security and other College authorities regarding electric scooter use and storage.
- The use of a helmet is strongly encouraged for all e-scooter operators.
- Gas scooters are prohibited.
Registration of scooter
All faculty, staff and students must register their e-scooter with the Campus Safety & Security Office, which is located on the second floor of the Student & Community Service Center (SCSC). To complete this mandatory process, students must sign the appropriate registration forms, after which they will receive an official registration decal.
Students residing in Residential Life must register their scooter with the Director of Residential Life. Students must complete the mandatory registration process to obtain an official decal.
It is highly recommended that students keep a photograph as well as the serial number of their scooter in a safe place for future reference when, and if needed.
Storage and Parking
Students may store e-scooters in their residence hall, rooms, and apartments.
Outside parking is allowed if the e-scooter is upright on a hard surface. Scooters should be secured in a rack.
E-scooters shall not be parked or stored:
- In any campus building other than the student’s residence hall or apartment.
- In any location where the scooter could create an obstacle to pedestrian or vehicular traffic.
- On turf or flower beds.
- On campus streets and sidewalks.
- At the top or bottom of any stairs or steps
- In any manner that obstructs a building’s entrances, exits, hallways, staircases or that impedes access or traffic.
Offenses, Penalties and Property Damage
Any damage caused due to the operation of the e-scooter or misuse of the e-scooter is the responsibility of the registered owner, and penalties will be assessed accordingly regardless of who is operating the e-scooter.
Violations of this policy will be addressed by GCCC Campus Police (as applicable) and will result in the following actions:
- First Offense: Written warning.
- Second Offense: A fine of $100 will be assessed and applied to the student's account, and the scooter will be confiscated until the fine is paid in full.
- Third Offense: The privilege of operating an e-scooter on campus is permanently revoked, and the e-scooter is subject to immediate impoundment.
