BOT Approves Resolution to Exceed Revenue Neutral Rate

[Garden City, KS] July 20, 2022 -- The Garden City Community College Board of Trustees approved a resolution to exceed the Revenue Neutral Rate during the regularly scheduled meeting on Tuesday, July 19, 2022. 

In 2021, Senate Bill 13 was passed, essentially passing what is termed a Revenue Neutral Rate (RNR) for taxing entities. Within the bill, language defines the process for taxing entities when establishing and setting the annual budget. By July 20th of each year, the taxing entity must inform the county clerk of intent to exceed the RNR.  

The Board heard a recommendation from GCCC Administration stating that if action is not taken to exceed the RNR, the college budget could have a negative impact when the final assessed valuation comes in November.  The Board of Trustees shall exceed the RNR of 22.553 mills by approving a mill levy of 25.455 mills.  The mill rate will remain unchanged and flat for fiscal year 2023.  The Board approved and accepted the administrative recommendation for the college to notify the county clerk of intent to exceed the Revenue Neutral Rate by July 20, 2022, as defined within state statute of SB 13.  A tax rate and budget hearing is set for August 23, 2022, at 6 p.m. in the Endowment Room in the Beth Tedrow Student Center. 

Additionally, the Board heard program reviews for the Human Resources department and the College Assistance Migrant Program (CAMP).   

An executive session was held, and no action was taken.   

The next meeting of the Board of Trustees is scheduled for Tuesday, August 23, 2022, at 6 p.m. in the Endowment Room in the Beth Tedrow Student Center, GCCC Campus.
