BOT Approves 2022-2023 Budget

[Garden City, KS] September 21, 2022 -- The Garden City Community College Board of Trustees approved the 2022-2023 budget during the regularly scheduled meeting on Tuesday, September 20, 2022.

The BOT previously approved publication of the 2022-23 budget, held a public hearing, and adopted the budget.  The budget for the combined General Fund and Post-Secondary Technical Education Fund for Fiscal Year 2022-23 is $21,273,985. Certify the 2022 Tax to be levied at $13,245,441 for General Fund (24.338 mills) and $544,609 for Capital Outlay (1.001 mills). This will decrease the mill rate by .116 mills compared to the FY 2022 budget.  The Board voted to approve the 2022-2023 budget.

Additionally, the Board heard from GCCC Administration and Robin Lujan, City Administrator/Clerk from the City of Holcomb, regarding consideration to support the establishment of a Rural Housing Incentive District (RHID) and reauthorization of Holcomb's Neighborhood Revitalization Program (NRP).  With the increasing demand for housing in Finney County, the City of Holcomb has approved multiple parcels of inclusion in the RHID program.  Each taxing entity has the authority to nullify the creation of a district by passing a resolution that states the proposed housing district would have an adverse effect on their taxing jurisdiction. The City of Holcomb has requested support from each taxing entity on the submission to the Kansas Department of Commerce.  The Board supported the Holcomb property being included in the RHID establishment.  The Board voted to enter into the NRP reauthorization.

President Ruda shared that since 2019, Excel CTE (career and technical education) funding at GCCC has grown from approximately $98,000 to $664,257 as the result of a focus on expanding technical training to high school students.  GCCC regularly meets with USD 457 and USD 363 to collaborate on dual-credit opportunities and continue offering nearly free technical classes which prepare high school students for careers in welding, automotive, allied health, and other disciplines.

The next meeting of the Board of Trustees is scheduled for Tuesday, October 18, 2022, at 6 p.m. in the Logan Aviation Endowment Room inside the Beth Tedrow Student Center at GCCC.
